To upgrade a Diamond tool or piece of armor into Netherite, just place the Diamond item into the first slot of the Smithing Table. Then, place a Netherite Ingot into the second slot. Then retrieve the Netherite thing that appears in the output slot.
This functions for the four NetheriteArmor pieces (Helmet, Chestplate, Leggings, and Boots) as well as the Sword, Pickaxe, Axe, Shovel, and Hoe.
